how do I take of the hyperlink restrictions in outlook

It says when clicking on an hyperlink - this operation has been canceled due
to restrictions in effect on this computer - now my problem is outlook has
restricted the access to open hyperlinks within an email message, does
anybody know how to take them off, I checked all of my internet and email
settings and I tried the office assistant, and when copieng the hyperlink in
IE it works fine, the hyperlinks are ok and working with proper access
rights. Any idea how to reverse this restriction?
