Couple of options, but you should communicate with the other
site's webmaster first. Either method has copyright
implications and they may not want a link from you for
various reasons

#1 <a href="http://www.targetdomain.com><img
src="http://www.targetdomain.com/logo.jpg"></a>
--- Uses their logo from their site. It will also increase
their bandwidth. Some people aren't keen on that.

#2 <a href="http://www.targetdomain.com><img
src="http://www.mydomain.com/targetdomainlogo.jpg"></a>
--- This has a copy of their logo in your site.

Right-click their logo, save it, insert it on your page, select it, and make
it a link to their site.

Make sure to ask the site owner for permission to use the logo
Save the picture (rightclick Save As - which as many of us known, umpteen
posts come through here weekly about preventing this very act of right
click, saving pictures),
Import it into your site,
Make a link to it.
Publish the image and the page.
