How do i switch to XP blue theme?

I have had my PC upgraded to Office 2003 and run from XP however when i go
into Control Panel i don't get the 'appearance' tab that is discussed on so
many of the online blogs i have looked at. I would like to change the
appearance to the xp appearance as the grey one is awful!!
