How do I submit a bug to microsoft

I cannot find this anywhere on how to submit a bug to
microsoft. The JPEG fix from office update and
windowsupdate site makes yahoo messenger lock up after
logging in on whatever account you use the udpate on.
I verified this on two seperate power user accounts on
windows xp. Whichever account you do the windows update
on, messenger will lock up from then on, only under that
account (Reinstalls do not work). Unless you system
restore back to before doing the update.

Yahoo messenger runs fine for me after applying the update.
