How do I stop the services.exe file from causing 100% CPU spikes every 2 minutes?

Our Windows XP has 100% CPU Usage spikes for 2 seconds every 2
minutes. I can predict when the spikes occur, and it is very annoying,
affecting every single program I use (Word, Internet Explorer, Windows
Media player, emulators etc). Even when there's 0 programs running and
just the desktop screen, the mouse cursor will freeze every 2 minutes
as well!

I know it is "services.exe" causing the spike because when I go to
Windows Task Manager-Processes and click "CPU" twice, the services.exe
will have a major %age during the spikes, e.g. 60-80%.

Apparently there was a similar problem in the Windows 2000 version,
and Microsoft doesn't seem to discuss this issue for XP. What should I
do? Do I need to reinstall windows?
