Cpu spiking every second or so

I have been having a problem where (as reflected by the
task manager) cpu usage spikes a great deal every other
second or so, causing the entire system, including the
mouse cursor, to "stutter" as the cpu spikes.

In the task manager there is nothing especially suspect.
At idle the only things that occasionally take up cpou
usage besides system idling is:

taskmgr.exe
TabUserW.exe (wacom tablet)
msmsgs.exe (windows messenger) (I uninstalled this but
this still pops up, pretty well-known error)
crss.exe

The stuttering continues for long periods of time where by
I will have periods without any stuttering. It invariably
comes back. Updated all drivers, running adaware, anti-
virus, defragged and have run a wide range of
diagnostic/maintenance utilities. At wits end, wondering
if anyone has a solution.

A quick Google for "crss.exe" brings up a lot of threads suggesting that
you have a trojan. Here are a few links, but you can Google for this
