you have outlook set to leave mail on the server?
What version of outlook?
How do you connect? (dialup or broadband)

If outlook doesn't have a good connection to the server, it sometimes
doesn't get the final commands and doesn't mark the last messages
downloaded. The next time it connects, it downloads messages again because
they weren't marked as downloaded. This usually only happens with dialup
accounts because the lines are noisier and data may be lost. It can also
happen if you are downloading mail too frequently- we recommend setting
outlook to check no more frequently than 8 - 10 min.
