How do I stop Outlook forwarding e-mail pictures as an attachment

When I want to forward an e-mail that contains pictures Outlook 2003 removes
the pictures from the e-mail and sends them as an attachment. Also the text
formatting is changed. I want to send on the e-mail as it is received. Hpw do
I fix this problem
 
what format is the message? Do you use word or the outlook editor?

I use HTML format and Microsoft word as my e-mail editor
