How do I stop document from shrinking when I print?

This is usually a sign that the document has, or used to have, tracked
changes or comments. Word is allowing space on the right for balloons.

Try going to Tools > Options > Track Changes and setting the Use Balloons
dropdown to Never.
 
I did that and it still randomly chooses to shrink the document (and yes,
some of the documents that it happens to did have track changes on). I have
even tried changing printer drivers.
 
Make sure you are printing "Document" and not "Document showing markup."
