How do I shutdown all programs running in the background?

I have a scanner problem and to reload software it's
telling me to shut down programs that are running in the
background.
 
Right, especially virus scanning software, and usually all others
that are shown as running. Lots of firewall programs and
v-scanners can interfere with the installation of all the files
and settings sometimes.
