How do I setup Outlook for the "Insert as Hyperlink" option?

After clicking the paperclip, I get an insert file box which has an arrow
drop down on the right side of the insert button which allows me to "Insert
as Hyperlink." Yet, colleagues at work don't have this option. How is this
option setup?

That's why they don't have it - hyperlinks are used in html only.
