MARGINS

I want to create a "hanging inden" but for 3 lines instead of 1. I want to
do it automatically and repeat it at the beginning of all the odd pages.

Word has no built-in provision for doing this. Can you explain what you're
trying to accomplish?

You can do it manually by typing a line-end (Ctrl-l [lowercase L])
after the third line and succeeding lines, and setting a tab where you
want the indent to be, and typing a tab at the beginning of each
indented line.

Or add an empty frame with the text flowing around it?

But there's no way to incorporate this into a style or ensure that it
happens at the beginning of every page. Something similar to this sometimes
happens unintended when an empty frame anchored to the header wanders into
the document body area, but I don't know of any way to size such a frame so
that it would always match the length of the first paragraph on the page.
