Only use frames if you really, really need them. Most sites don't.
I cannot think of any real benefits for frames, but there are several
downsides.
Bookmarking pages: a user will either bookmark the home page, not the page
they wanted, or will bookmark the wanted page, and it will open outside the
frameset with no navigation.
Pages found on a search will open outside the frameset - again no
navigation to the rest of the site.

The only real benefit of using a frameset is that when
navigation is done, only the frame that being changed is
loaded. The downsides of framesets is bookmarking and search
engines
Using CSS with or without include pages (FP or SSI) is a not
to hard alternative to framesets, and does not have the
downfalls associated with framesets. The only downside is
the various browsers usage of CSS, but once you learn the
tricks it can be overcome with ease
I am struggling with frame pages that somone else created for our site and
