How do I set Forwarding e-mail to use my default account?

I run Outlook 2003 under SBS 2003, and have added my POP3 account as the
default account, which leaves exchange server as an alternate account to
select on the Accounts drop-down button when sending email.

When I send "New" email, my default account is used as expected. However, if
I have an existing email, and I try to "Forward" it, my Exchange Server
account is pre-selected instead of my default (POP3) account!

Why does this happen, and how do I change the behavior to use my default
account always?

How did the message arrive? Outlook should be using the same account by
which the message was received when you reply.

The emails are all being sent via POP3 server, but being on SBS 2003,
exchange server is configured to pickup & deliver them to each user. If I am
following your concept correctly, the email my be "linked" to exchange server
instead of the original POP3 source and so the "Forward" button picks up
exchange server as the return source.

As a result, are we stuck for now, manually selecting the POP3 account to
Forward email?

That's the way it's supposed to work, yes.

account to Forward email?

So it would appear.
