How do I send executable files in Outlook?

I use to be able to send and receive executable files in Outlook Express. I
can no longer do it in Outlook I am running 2000 Professional on my home
computer. Is there a setting I can change?

Because of security reasons you really do not want to do this. Have it send
to you in zip-files instead. When this is impossible (for some reason) see;

What happens if the sender changes, for example, the .exe file to have
an .exx extension (and then you simply rename the .exx file to .exe)?

Outlook never blocks you from sending executable files, but as Roady pointed out, it's a bad idea, because the recipient is unlikely to be able to open them.
