How do I send e-mails in Outlook when I am using Cingular Wireles.

I switch between DSL and total wireless. How do I send e-mails in Outlook
when I am using Cingular Wireless? I can receive but get an error when I
send.

Probably a port 25 block. Who is the DSL ISP, and do they offer SMTP access
on a port other than '25'?
