how do i send and receive write only attachment in outlook?

i am receiving attchament files from some users as read only files and from
some users as write allowed. Also, persons receiving files from me are
complaining that they are receiving my files as read only also? What changes
need to be made so that file attchaments (excel ) that i send out to email
recipient are received as write allowed by them and not read only?
 
Files opened from mail in the preview pane will always be Read-only. If the recipient opens the email and THEN opens the attachments, they are read-write.
