how do I send an email without opening outlook 2003?

when I'm using IE6 and Outlook 2003 is NOT open, and I come across a "mailto"
link or a link that launches a new email message, once I create the message
and click SEND, the message will not send until I open Outlook 2003. When I
used to use Outlook Express, this was not the case. The message would send
immediately. How do I make this happen with Outlook 2003? It's very annoying
to interrupt my work just to open Outlook so that the message will get sent.

All this is true.
When I used to use Outlook Express, this was not
the case. The message would send immediately.

Different programs behave differently.
How do I make this
happen with Outlook 2003?

You don't.
It's very annoying to interrupt my work
just to open Outlook so that the message will get sent.

So, open Outlook when you start your PC and leave it open until you log out.
