i want to send fax containing scanned documents without having to subscribe
to a fax provider service
 
This is what faxing software does. What software are you using and what
problem are you having in sending the fax?

Note that your PC must be connected to the dial-up network with a
fax-capable modem if you want to send a fax directly. If you are not
connected to a phone line and modem then you have no option but to use an
internet faxing service.

You will generally get better answers to your queries if you post them in a
newsgroup that is relevant to the software you are using.
