How do I save toolbar layouts?

When I change the layout of the toolbars in Outlook, e.g. show/hide a
toolbar, the next time I open the application the "old" layout returns. I
cannot find any way of saving the settings and thought this happened
automatically.
 
Are these Outlook toolbars (either the default ones or user-created), or are
they toolbars installed by 3rd party addins?

They are the default ones, and also 3rd party, e.g. Norton and Avery. Each
toolbar takes up a line, I keep re-arranging them to save space, but when I
open Outlook again, they are back to their original place. I have tried
hiding the 3rd party toolbars, but they show again next time I open Outlook.

Other postings in this newsgroup indicate that as long as there are third
party toolbars configured, that you have no control over any toolbar's
placement.
 
I have received this today from Norton Tech Support:
"To remove Norton AntiSpam with your mail client, Please follow the steps
given below:

- Close your email client.
- Open Norton Internet Security.
- In the main program window, click Options, and then click Norton AntiSpam.
- In the Norton AntiSpam Options window, under Email, click Client
Integration.
- Under "Select the email client(s) with which you want Norton AntiSpam to
integrate," uncheck Outlook and click OK, and open your email client. The
Norton AntiSpam button will be removed from Outlook."
