How do I restrict sites and chat

Using Win XP Pro and Home, I need a program that restricts adult
sites,gambling, chat. I read some about programs but don't know which
one to pick.
I don't want a program that takes up resources or slow down access to
internet. I have several computers with a 3M DSL.
Thanks in advance. I will continue my research.

I found a few programs. Now to test them and see what is best.
