How do I restore my outlook contacts and email to a new setup?

My computer crashed and would not boot up at all until I installed a new
copy of windows. I was then able to save all of my files to an external hard
drive before formatted and re-installed windows and outlook, so I have all of
my data from before My PC crashed.

How can I restore all of my old contacts and email into the new Outlook I
set up? The outlook file was not backed up as a pst file, but all the data
has to be there somewhere on my other drive. The external drive is connected
with a USB cable.
