How do I restore a pst file in a new installation of Outlook?

I used my MSOffice Small Business installation discs I obtained from a
previous purchase of a laptop loaded with the Office application from Dell to
a new laptop recently purchased to install MS Small Business on the new
machine. When I attemtped to import the .pst file made from the older
laptop's Outlook program to to new installation I received a message that I
was denied access and lacked permission to import this file. I was persuaded
by technical support to buy a new copy of Office 2003 in install over the
older installation but still no success in importing my old data.

check the attributes of the pst file
uncheck read only

Do not use Import; just open the file from Outlook.
