How do I restore a deleted special "My Pictures" folder

I accidentally deleted the "My Pictures" special folder under My Documents.
I'm wondering how to recreate it under my account so it has the special
properties that my original one had. Is there a special setting?

I accidentally did the same thing with "My Videos"

If you deleted it, it went to your Recycle bin. Go to the Recycle bin icon
on your desktop and open it. You will the see the deleted folders. Select
them and click on Restore and they will be back.
 
Unfortunately I deleted it with a Media Center Extender, so it's permanently
gone

To restore the deleted files, use a third-party file recovery program as stated by Yves. To restore the special folder icon and settings for "My Pictures", type this command in Start/Run:

rundll32 mydocs.dll,PerUserInit

If I understand you correctly, you are wanting to create a new My Pictures
folder with the special attributes of this folder and are not concerned
about recovering any files that may have been in the folder.

With Tweak UI under My Computer, you can change the location of special
folders. I haven't tried this, but using this tool, you might be able to
create a new My Pictures folder with the attributes associated with the
folder.

You can also change the folder type by right-clicking a folder, then choose
Properties. Click the Customize tab and change the kind of folder to
pictures. That will give you the menu items associated with pictures.
