How do i resize headers in Word?

I am using Word 2003. My headers although have no typing in them and are only
in size 10 are as big as half of the page and i want to know how to resize
them smaller so my main body text will not have to start half way down the
page.
 
Check File > Page Setup > Layout > Vertical Alignment is set to Top.

Turn on Show Nonprinting Characters and see if the header has been
growing paragraph marks.

I once had a document that kept adding paragraph marks to the Footnote
Separator. They were easy enough to delete, but they kept coming back.
