how do i remove all security when user permissions is not allowin.

have a database that somehow i restricted myself from, can't change user
permissions or options because they are not functioning, is there a way to
repair?

What do you mean when you say you are locked out? Are you able to open the
database? Is the file an MDB or an MDE? Did you sign in with a UserID and
Password? Do you have full access to the folder in which the file lives?
