How do I remove a border from a header?

We have an older document, probably formatted in a former version of Word...
The header is surrounded by a solid box which we would like to remove. I
have tried all the usual ways - format, borders, none... etc. Nothing gets
rid of it.
 
Is the header in a text box? If so, the required sequence is Format | Text
Box | Colors and Lines: No Line.
