How do I reformat my computer without using windows xp disc?

You don't. You can't format the system partition without preparing for a new
installation. Why are you trying to do this?

i need some help because i dont know how.

Go to http://www.bootdisk.com to get get an image for a bootable floppy,
make a bootable floppy, boot using it, and use its FDISK and FORMAT
commands to delete, create, and format the partitions.

need to use the XP disk utilities.

We really don't know what the *intent* is of the OP regarding
reformatting of partitions, only that he wants to reformat them using
"something" which isn't Windows. Most users won't know about NTFSDOS to
provide access within DOS to NTFS partitions but that probably won't let
you *format* them as NTFS partitions. So the OP can look to 3rd party
software of which there is plenty that is "not Windows", like
PartitionMagic. I've heard of the free Ranish Partition Manager but
have never used it (http://www.ranish.com/part/). It will run under DOS
but I don't know if it will create NTFS partitions. But we're just
guessing WHAT type of partitions the OP wants to create.

Terse questions = vague questions. Anything that suffices to answer a
terse question is an appropriate reply. Might not be what the OP
wanted. He might not want what you suggested. So far, only the OP
knows what he intends to do.

Who is the Manufacture of your HARD DRIVE?? when you find this out, go
to the manufactures website and Get The utility that SETS UP a HARD
drive, you tell it whether you Want Fat32 or NTFS and it will
Partition and Format the drive in less then 2 minutes , Whereas if you
have a large Drive it can Take Hours to Format the drive..with a boot disk

if you use winXp Cd to Format the drive to Fat32,, I think it will only
make it 32 gig. mAX

Win/98/me will do the Whole Drive..

Use caution with the manufacturer's setup programs. Generally these are
drive overlays, which are rarely necessary now, and may cause other
incompatibilities.

You can use the boot disk from any operating system to format the hard
drive, if that's all you want to do. If, however, you subsequently wish
to reinstall WinXP, you'll have to have the WinXP installation CD.
There's no way around that.

Not completely true. If you have at least one maxtor drive in your puter you can go to their sight and dload MaxBlast3
for free. It can do what you want. In about 2 min. you can partition and format a drive. You dload the file and then
when you run it will make a boot disk. then put it in A:/ and reboot making sure that it is set up in your bios to boot
from a floppy first. iI will let you use your mouse, partition drives and format in FAT/FAT32 or NTFS volumes.
