How do I reduce the size of a message with pictures in Outlook 200

I use MS Office Enterprise 2007. I used 2003 before and would paste pictures
into the message and reduce the size to 4x6 inches. Attaching 10 pictures
resulted in 300kb or so for the message. With 2007 it results in 28mb. I
can save as a draft and bring up with 2003 and hit save and it reduces to a
small size. I have tried the compression to E-mail size and many other
things. PLEASE help me find a way to make this work. 2007 wants to retain
the original photo size and cause very large messages. This was NOT an
improvement. Everything else was. Thanks for your time.

I am pasting a large picture into the body of the message and then resizing
and no attachments. One picture causes a 3mb message. If I compress the
photo to Email size it results in a 535kb message, still too large compared
to 2003's less than 90kb.
