How do I receive mail without re-launching Outlook 2002?

In order to receive any mail in Outlook 2002, I have to launch the program,
exit it and then re-launch it. Is there an easy way to correct this?
 
Probably, but without any configuration details it is hard to tell what is
going on. Have you verified that Outlook is not set offline?
File-> Work Offline need to be unchecked.
 
It could also possibly be the Windows XP Firewall issue, try changing the
firewall settings and make an exception for the program outlook.exe

And why to you need to follow a load of Outlook with an unload and
restart of Outlook? The first load should perform the mail poll
(provided you left the option configured to schedule mail polls every
N minutes). When you load Outlook, it doesn't do a retrieve in THAT
instance of Outlook?

When you exit Outlook, did you check in Task Manager's Processes tab
that outlook.exe disappeared in a minute, or less? Maybe it was still
loaded when you tried to exit (but the remnant that gets left behind
is not useful). Plug-ins can cause Outlook to fail to fully unload
when exited.
