How do i put a picture as a background but can still see words?

i am trying to set a picture as a background on a slide but have it
transparent so you can still read the words clearly.
 
Click View > Master > Slide Master. (We will insert the background onto all
the slides)
Click Insert > Picture > From File, select the picture you want and click
insert.
Now, right click on the picture, click Order > Send to Back.

Next, if you want it to be more translucent:
Click Slide Show > Custom Animation.
Click Add effect > Emphasis > Transparency.
Set the Start to After Previous.

Close Master View once you are done.
