Frontpage is not an image editor; therefore you must export the slices from
photoshop and save as HTML (or whatever the procedure is). Did you create
HTML pages from photoshop?

In Photoshop:
Export your image slices as HTML (from File > Save As or File > Export or
whatever the procedure is)

In Frontpage:
Create a 'web' (File > New > New one-page Website from the task pane (right
hand side of the screen)), then import all the files from your
photoshop-created web pages which contain the sliced image, reassembled in a
table from the folder you saved these to. Or to avoid the importing, save
the sliced images/html pages from Photo shop to the folder you want your web
to be.

Then go to Frontpage > open web > browse to the folder you saved your pages
to (from Photoshop) and select the follder then select "Open". FP will then
covert the folder by adding its special files that requires.

Once this is done, then you can publish the site.
Then you must go to File > Publish and insert the URL to your website, then
enter your login details. Once logged in you see to file lists (the local
machine - your PC and the remote machine (the server). Select the "publish"
button in bottom corner. FP willcollate the files to publish and begin
transferring them.

If you're not using the HTTP mode (required where the server has the FP
server extensions installed) you can use the FTP mode, same procedure as
above, but specify the FTP location rather than the HTTP address, or use a
third-party FTP tool (like cuteFTP).

Hope this makes a bit of sense.
