How do I publish off of dial-up?

I am using FP2003, can I publish from dial-up? If so, can someone please
provide me the steps or extention I need to use in order to update my web?
 
Open Internet Explorer.
Open FrontPage and your web.
Publish.
FrontPage uses the browsers connection settings to publish.

File/Publish. FrontPage will locate your dialup connection. You will be
presented with a Remote Web Site Properties dialog box - select according to
your requirements. Select publish All pages the first time. Thereafter,
select changed pages only. FrontPage will remember your last publish
settings.
 
Open the web you want to publish, go to File, Publish, and then enter the URL
(eg: www.yoursite.com or www.yourisphost.com/~yoursite/ etc) to which you're
going to publish the site. Enter the username and password details. You'll be
presented with a screen with two file lists - local and remote. Click the
"publish" button, and the files will be transferred.
