How do I publish from Frontpage

When I am ready to publish The publish button isn't available in Frontpage
 
It will only be available once you have a Web (Site) created.

Remember to create Web, then with the web open, create your additional pages within the web.

you need to have the Web open - you can't work on just a page and then publish
it.

File > Open > Web
or (in Frontpage 2003) File > Open > Site.
