How do I protect only part of a document in Word 2003?

I am creating a report form in Word. It seems I need to protect the document
to allow the checkboxes to be checked/unchecked, but I also need to unprotect
the document if I want the user to insert and format pictures in the form.

Is there any way to protect only part of the form ie. set the checkbox
section as 'filling in forms' where I need the checkboxes and as 'comments'
where I need pictures inserted?

Is there a better way to do this type of form?
 
To use formfield type checkboxes, you would need to insert Section Breaks
either side of the part that includes the checkboxes and then you can apply
the protection only to that section. However, there are still some
restrictions on what you can do elsewhere in the document so it might be
better to use the method that is used in the Fax template that comes with
Word.
