How do I prevent users closing Outlook

We have been using POP3 accounts in Outlook 2003 and are noe moving to 2007.
Our intranet is set up on a Windows 2003 domain. I want Outlook to be
constantly open on all machines so that users can receive emails etc at all
times. This is important for our ISO9001 Quality System. I can easily start
Outlook each time the computer starts by putting a shortcut to Outlook in the
Startup Folder, but I can't prevent users from closing Outlook.

So the question is...how do I remove the option to close Outlook from the
File menu and the X button in Outlook ?

If it's ok to use a registry setting by which the addin decides whether or
not to give the user the close-now option then the price wouldn't change,
i.e. just 4,72 USD/license. That setting would be written while setup.
