How do I permanently turn off the Control Toolbar?

Whenever I open a new document the "Control Toolbar" is turned on.

How do I permanently turn the "Control Toolbar" off.

Try the following:

1. Goto View | Toolbars
2. Make sure there is NOT a check next to 'Control Toolbox'; if there is,
remove it.

I have found that my problem is document specific. It is dependend on how the
document creator has set up his/her document.
