how do i open spreedsheets created in works, with excel 2003

In Excel 2003, you can open files that were saved in Works 2.0 format,
or in Excel format.

If you have access to a copy of Works, open the file, and choose
File>Save As

Select Works 2.0 or Excel as the file format, and save the file

Then, you'll be able to open the file in Excel.
