How do I make sure that the firewall is the first program to start

I am using Armor2Net firewall package, and on a couple of occasions, it has
not started, allowing other programs to connect to the internet sending who
knows what.

How do I make sure that the firewall will always start first?

Get a firewall that has the option to make it load at boot time, not
after boot time and when loading user or background processes. This
means networking isn't functional until the firewall loads; however, it
also means you will never have connectivity until your firewall loads,
and if your firewall software is screwed up then you won't have any
connectivity. I use the McAfee suite only because it is free from my
ISP while I am their customer. It has bloat (for example, I will NOT
install their Privacy Service). Their firewall has the boot-time
protection option. You need to check if your software firewall includes
a boot-time or similar option that disables networking until the
firewall loads.
