How do I make a picture stay inside a cell?

I'm trying to generate a spreadsheet to track artwork. I'd like to have a
thumbnail of the art in the spreadsheet alongside the price and size info
I'll be entering. When I insert a picture it just 'floats' on top of the
spreadsheet seemingly unattached to any cell. I got excited that there was a
solution when, in picture formatting, I saw an option to size and move with
cell, but that did nothing. Is there a way to insert a picture into a cell?

Cells can contain only formulas or values. Pictures always "float" in
the Drawing Layer "above" the worksheet.

If you set the picture to exactly cover a cell and choose the Move and
size with cells options, then the picture *should* continue to cover the
cell exactly, e.g., even if the cell is resized, or rows/columns are
added.

Another way to do what you want is to put the thumbnail into a comment
that is tagged to a specific cell. The picture does not show until you
mouse over the cell and you can adjust the size as well.

Right click on the cell and choose Insert Comment.
Then Right Click on the _border_ of the comment and choose Format
Comment.
In the Format Window choose the "Colors and Lines" tab
In that tab in the "Fill" section click on the "Colors"
dropdown box and choose "Fill Effects".
In the "Fill Effects" window choose the "Picture" tab
and click on the "Select Picture" button. This will take you to your
"My Pictures" folder where hopefully you have stored all the pictures
you may want to use. Click on the one you want and then click
Insert>Okay>Okay.
