FP only has a Discussion web - a very limited forum
File New Site/Web - more site templates (apply it as a subweb)

It also allows you to set permission on a subweb

Your host will have to support subwebs and unique permissions under the FP Server Extensions

If you want something more than FP's discussion forum, and your server
supports ASP, you could look into Snitz, an excellent free forum script:
http://forum.snitz.com/
