How do I maintain editing between documents?

I want to cut and past a portion of one document into another while
maintaining the revisions (adds/deletions). Is this possible? When I paste my
portion into the document it just looks at it as an add.

Turn Track Changes OFF in the recipient document. Then your passage
with changes will come in with its changes showing. Then turn Track
Changes back on and keep going.

Is "behavior 2" new? I never had such a problem. (Maybe it's been
added with SP2!)

No, it isn't new. The blog post was made on 5 September 2008, which long
predates SP2.
