How do I lock toolbars in Outlook?

Every time I open Outlook, my toolbars are all over the place, and they don't
stay put when I close and open again. It's driving me crazy. Also, I keep
getting the PDF Complete toolbar coming up in all my programs (Word, Excel,
Outlook), and I don't want it there. I tried deleting the normal.dot file(s)
and it wouldn't let me. HELP!!!
 
You can't delete normal.dot if Word is open (which it will be if you have
Outlook open and use it as its e-mail editor).
The Acrobat toolbars are not saved in normal.dot so that wouldn't fix it
anyway. The toolbars are placed by a variety of add-ins. For Word, see

Your toolbar switching is going to be an issue if you use add-ins and have
Word as your e-mail editor because the two functions require different
layouts and its a pain to coordinate them. I would recommend that you simply
abandon Word as your Outlook editor and use Outlook's own which is quite up
to the task.
