How do I lock the toolbars in Outlook 2003?

You need to push this item up on the priority list. Reorganizing my toobars
on every Outlook View is a real time-waster. And I'm not using 3rd party
addins, only addins from Microsoft.

What "you" are you addressing? This is a peer-to-peer forum. The audience here is other Outlook users. If you think a Microsoft add-in is the culprit, you can isolate which one and file a support incident with Microsoft.

I assumed that since MVP's were responding, on a site sponsored by Microsoft,
that perhaps Microsoft was also part of the audience. Apparently I was
wrong. Your reply shows me once again that Microsoft couldn't care less what
it's customers have to say.

Sue pointed out that you can start a support incident at Microsoft; you
would be talking directly to someone from Microsoft. How is that not
listening to customers?
