How do I lock portions of a word document so they do not move?

I have a large proposal where 90% of the text (and pictures) stay the same
with each use. When I change the wording of the remaining 10%, it moves the
position of the elements after, and it takes a lot of time to reposition. Is
there a way to lock the "constant" parts of the document?
 
If the part that changes won't change the page count, then something
as simple as marking the first paragraph of the 90% with "New
Page" (Format > Paragraph > second tab).

Otherwise, Insert > Break > Section New Page or Section Right Page
will keep the page boundary from changing, no matter what happens
above.
