My problem is when I restart my computer all my Custom Web
Page Icons are lost. I checked the MS Knowledge Base and
read the information copied below. It seems to
acknowledge the problem, but I do not see any solutions.
The RESOLUTION stated makes no change in maintaining the
original icon. Multiple Custom icons initially go into my
Temp Internet Files as Favicon.ico, but they do not appear
after reboot.

SYMPTOMS
When you view the properties of a Web page that has a
custom icon in the Favorites folder, the icon for the Web
page may not be displayed.
CAUSE
This problem can occur if the custom icon for the Web page
refers to an icon that does not have an image associated
with it.
RESOLUTION
To work around this problem, click Change Icon in the
Properties dialog box, and then click the first icon in
the list.
STATUS
Microsoft has confirmed that this is a problem in the
Microsoft products that are listed at the beginning of
this article.
MORE INFORMATION
The first icon in the list is the default Internet
Explorer icon. The Favicon.ico file displays a list of
custom icons for the Web pages.
