how do I install a new template?

How do I get a new template to open under a particular tab under
templates?...I've downloaded a new template, placed it in the word/template
directory, and even opened, and saved it as a template...but it still does
not show up under the tab, or any tab?

I've searched help and the forum listings and haven't quite found anything
that works or applies...Thanks in advance.
