How do I insert a thumbnail picture into a cell in XL?

In xl2003 menus, you can use Insert|Picture|From File...

But it won't shrink your selected picture to a thumbnail sized picture.
 
You cannot insert a picture into a cell, just lay the picture on top of the
cell.

Insert>Picture is where you start.

You can resize the object to fit within the cell boudaries so it will move
and sort with the cell.
