I seem to recall there was a wizard that walked you through it in '02... Can't seem to find it in '03, and the Help search is *ahem* less than helpful.
Thanks!

1. Choose New from the File menu.
2. In the new task pane, under New Web Site, click More Web Site Templates.
3. Click Discussion Web Site Wizard.
4. Specify the location of the new Web site, or select the Add To Current
Web Site check box.
5. Click OK.

PS
Highly recommended that you always create any DW as a subweb, if your host allows subwebs
