How do I get the Vertical Rule on the left side of the screen

How do I get the left screen rule on a document tool bar using MS Word.
I do get the Horizontal bar . But in editing I need the left tool bar to
adjust heading and footing margins. I am using MS Office (word 2003).

The vertical ruler is displayed only in Print Layout view. If you have it
checked on the View tab of Tools | Options, it's toggled with View | Ruler.
